Description:
When he robs the Army payroll, a crook known as the Brain dresses up as the Torch. After realizing that the Brain cannot be the Torch as he is unable to fly, Toro pushes the Brain to tell him how to liberate the Torch, even though he has already captured the Torch in a water tank.
