A gangster named Grogan is in cahoots with the local law running the town of Westport. When one of the members of the civic league is blown up in his house the remaining members contact Torch and Toro. Torch gets a call from one of Grogan's gang agrees to talk - for a price. They find the man dead when they arrive and narrowly miss being the victims of a time bomb.
